Instructions
  1. In a large bowl, combine the beans and all other chopped ingredients.
  2. In a small bowl, whisk together the oil, vinegar, lime juice and all other seasonings. Pour the oil and seasoning mixture over the beans and vegetables and toss to blend.
  3. Cover and place in refrigerator for at least an hour before serving. Stir all ingredients just before serving. Serve with the tortilla chips.
